The Regular Meeting of the Apple Creek Council called to order on October 6, 2014 by Betty Keener with the following council members answering to roll call:
Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Robert McCarthy-present, Charles Lewis-excused EMS, and Steve Stoffer-excused EMS.
Mike Harwood made a motion to approve the minutes of the September 15, 2014 meeting, as always they are available for the public to review, seconded by Rodney Mackey, Roll Call: Mike Harwood-yes, Rodney Mackey-yes, Rick Conrad-yes, and Robert McCarthy-yes.
Rodney Mackey made a motion to go into executive session for Personnel Section 121.22 (G)(1), Seconded by Mike Harwood, Roll Call: Rodney Mackey-yes, Mike Harwood-yes, Rick Conrad-yes, and Robert McCarthy-yes, At 6:35 pm.

Action from Executive Session: Mike Harwood made a motion to retain Dean’s Backflow to run the water & wastewater treatment plants for a 10 year period, at a total cost of $64,050.00 with a review every two years. Seconded by Rodney Mackey, Roll Call: Mike Harwood-yes, Rodney Mackey-yes, Rick Conrad-yes, and Robert McCarthy-yes.
Will have an Ordinance and a contract to pass at the October 20, 2014 meeting.
VISITORS: Marc Hollinger from Aspen Energy for Aggregation was present and explained the time line for the Electric and Gas Aggregation. The Village will need to sign the contract and hold two public meetings. The meetings are set for Monday November 3, 2014 at 4:30 pm and 6:30pm. Marc Hollinger will be present to run the hearings.

ENGINEERS: Gary Daugherty had been at the Water & Sewer committee meeting at 5:30 tonight and explained the PTI should be here in a week or two. Then the Wastewater Treatment Plant project will go out for bids. Also discussed at the meeting was putting in a garage door at the water treatment plant.
POLICE: The Police Chief was not present, but his report was self-explanatory and was given to council. Anthony Bernal was present.
STREETS AND MAINTENANCE: Eyman Dr. Sink hole, we were not able to camera it all because of the length; however, nothing out of the normal was seen while scoping. We hired D&L Drain $350.00 to scope it and it’s not the Village’s problem. The land owner has been informed. Dale Orr reported that 10 to 12 letters had been sent out for various problems with mowing and weed eating. Leaf pick up will begin on Tuesday October 28 and run through November 26th. The east side of town will have pickup on Tuesday and the west side on Thursday. Residents will need to have their leaves on the curb the night before pickup because if they miss the pickup, our truck will not go back out until the following week. There will be no exceptions.

WATER & SEWER: PTI should be arriving within two weeks.
JEDD: Rodney Mackey reported they had canceled their meeting for September 25th and do not have another scheduled at this time.
UNFINISHED BUSINESS: The pump is still out at the sewer plant. There is a discussion between the installer and the manufacturer regarding the warranty.
NEW BUSINESS: Nothing.
