The Regular Meeting of the Apple Creek Council called to order on August 3, 2014 by Betty Keener with the following council members answering to roll call:
Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Robert McCarthy-present, and Steve Stoffer-present,
Jeff Musselman, solicitor swore in Betty Keener as mayor.
Mike Harwood made a motion to nominate Rodney Mackey for president of council, Seconded by Robert McCarthy, Roll Call: Mike Harwood-yes, Robert McCarthy-yes, Rick Conrad-yes, Rodney Mackey-yes, and Steve Stoffer-yes.

VISITORS: Paul Dillon, Randy Kitzmiller, Gerald Knapp, Steve Bourgeois, and Aaron Gray. Paul Dillon was present to thank Jason for helping him out when he hurt his shoulder and Dale for fixing the road that he lives on. The remaining visitors were present to discuss the income tax ordinance. Open discussion was held with three out of four visitors supporting the tax change in order for the village services to stay intact with no cuts.
ENGINEERS: Will be putting the upgrade to the sewer plant out for bids in September and will have to have to public meetings for CDBG grant money.
POLICE: Chief Jason Woodruff was present and handed out his month end report. Jason reported we have caught the lady the stole the flowers from the Village Hall. Anthony Webber an auxiliary officer will be leaving us he got a full time job. The police department has received a body camera for the click it or ticket campaign.
STREETS AND MAINTENANCE: Dale had nothing to report. Mike would like him to check out the pot hole on Mill St. Dale had just gotten a work order for this problem and he will take care of it.
WATER & SEWER: Will have to advertise and set two meetings to meet the requirement for CDBG grant money. Bids for the sewer plant upgrade will be going out in September.
JEDD: Meeting September 25th at 7:00pm.
CORRESPONDENCE: Thank you from the Historical Society & Johnny Appleseed Committee for the help during Johnny Appleseed.
UNFINISHED BUSINESS: Discussion on the following Ordinance started with Aaron Gray stated he is not for the Ordinance. Steve Bourgeois does support the Ordinance and was wondering if we could give a break to the volunteer fire man that live in the Village. Everyone agreed that this would be a great idea but Jeff Musselman does not feel we can do that, he will do further research. Paul Dillon is willing to pay the increase in taxes. He does not want the village to freeze wages for the employees he feels that they work hard. He is aware of the expenses to maintain the Village’s equipment. Gerald Knapp was present over the burning in the Village. We did inform him that the state of Ohio had a no burn ban on for 3 months this spring. Burning in the Village is going to be reviewed. Randy Katzmiller was glad the Village is proactive not just waiting for the Village to go broke.
Third Reading of ORDINANCE 2014-10 An Ordinance Amending Tax Ordinance 4-73, Resolution 5-73, and All Subsequent Amendments Thereto, As Regards Credit for Tax Paid to Other Municipalities.

Set a work session for the planning commission to review the nuisance Ordinance for Tuesday September 2nd at 5:30pm. This will be Mike, Rodney, and Steve.
