The Regular Meeting of the Apple Creek Village Council was called to order by Mayor Betty Keener on Monday, October 5, 2015, with the following council members answering to roll call:
Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Charlie Lewis-present, and Steve Stoffer-present. Robert McCarthy was absent.
Councilman Rick Conrad made a motion to approve the minutes of the September 21, 2015 meeting. (As always, all minutes are available to the public for review.) Councilman Conrad’s motion was seconded by Councilman Mike Harwood. A Roll Call vote was taken with the following council members answering as follows: Councilman Rick Conrad-yes, Councilman Mike Harwood-yes, Council President Rodney Mackey-yes, Councilman Charlie Lewis-yes, and Councilman Steve Stoffer-yes. Motion carried.
VISITORS: Jonathan Schultz from The Daily Record was in attendance at the meeting.
POLICE: Police Chief Jason Woodruff was present. Police Chief Woodruff reported that all but two of the officers have qualified at the shooting range. The remaining two will complete their qualification on Saturday, October 10, 2015. Auxiliary Officer Elsy Herbert has been hired by the City of Orrville and will no longer be available to the Village as an auxiliary officer. Officer Herbert has been working significant auxiliary hours, last month totaled 106 hours. Police Chief Woodruff reported that he has received a verbal resignation from Officer Bob Selby, who is another auxiliary officer. The Police Department is presently short-staffed by one part-time officer and will be looking to recruit additional auxiliary officers.
PARK: Street Commissioner Dale Orr reported that there are vehicles being continuously parked at the Park and are, therefore, creating mowing difficulties for the maintenance crew. Street Commissioner Orr would like the Village to pass an ordinance prohibiting parking at the Park except for people who are actively using the Park. Discussion followed and the question was raised regarding overflow parking for residents on Mill Street who are having a party. Mayor Betty Keener will have the Village Solicitor, Jeff Musselman; prepare an ordinance regarding this matter for the next meeting.
STREETS AND MAINTENANCE: Street Commissioner Dale Orr reported that fall leaf pickup will begin on Tuesday, October 27, 2015. The east-side of town will have leaf pickup on Tuesdays, starting October 27 while the west-side will have leaf pickup beginning on Thursday, October 29. Leaf pickup will continue until Wednesday, November 25, 2015. Also, Street Commissioner Orr reported that the Village will be receiving a $500.00 refund for previous years’ purchases of salt.
WATER & SEWER: Mayor Betty Keener reported that the application for the grant for the Waynedale Sewer Line Extension was revised to garner additional points. The application was hand delivered by her to the Wayne County Commissioners’ office. Revised grants are due Tuesday, October 6, 2015, and the Wayne County Commissioners will be reviewing the applications on Wednesday, Oct. 7, 2015. The district meeting will be Tuesday, October 20, 2015. Subsequent to the meeting on the 20th, the Village will be informed if they are to be awarded the grant. Village Council and the Mayor will tour the sewer plant on Monday, November 2, 2015, at 5:30p.m., prior to the regularly scheduled Village Council meeting.
JEDD#2: The Township Trustees voted for Joe Rabatin to be their representative on the newly formed JEDD, while Southeast Board of Education will be appointing theirs during their October 19, 2015 meeting. The newly formed JEDD Board will schedule a meeting once all representatives are selected.
UNFINISHED BUSINESS: Discussion was held regarding the Village-owned lot at the corner of High Street and State Rt. 250. Street Commissioner Dale Orr will post a sign on the property with the Village’s phone number on it. The asking price for the lot is $15,000.00.
NEW BUSINESS: Nothing.
COMMITTEE REPORTS: CIC will meet on Monday, October 19, 2015, at 5:30p.m., and again on Thursday, October 22, 2015, at 7:00p.m. at Mayer Carson Hall to discuss the Johnny Appleseed festival.
