Council Meeting Minutes August 17, 2015

The Regular Meeting of the Apple Creek Council called to order on August 17, 2015 by Betty Keener with the following council members answering to roll call:

Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Robert McCarthy-absent, Charlie Lewis-present and Steve Stoffer-present.

 

Rick Conrad made a motion to approve the minutes of the August 3rd meeting and the Special Meeting of August 10th, 2015 meetings. As always, they are available for the public to review. Seconded by Charlie Lewis. Roll Call: Rick Conrad-yes, Charlie Lewis-yes, Mike Harwood-yes, Rodney Mackey-yes, and Steve Stoffer-yes.

VISITORS: Leonard Kaplan.

POLICE: Mike Harwood asked if the police department has a guideline for running radar. Someone told Mike that village officers are sitting in the back at Dale James Ford car lot. Traffic is slowing down when they see the cruiser and it has come close to causing an accident. Matt Estacion stated Police Jason Woodruff has a rule that they must have their lights on and the State of Ohio mandates they must be within 10 feet of the road. Mayor Betty Keener suggested that this discussion be tabled until the Chief is present at the first meeting in September, and also that Mike invite the resident who complained to attend that meeting.

PARK: Nothing.

STREETS AND MAINTENANCE: Dale Orr reported they are starting to berm the roads. They are starting on the east side of town.

WATER & SEWER: Ordinance 2015-25 An Ordinance Amending the 2015 Appropriation Ordinance 2015-1 Passed January 5, 2015 and Declaring an Emergency.

Motion to suspend the rules and advance to the second and third readings by title only by Mike Harwood. Seconded by Rick Conrad. Roll Call: Mike Harwood-yes, Rick Conrad-yes, Charlie Lewis-yes, Rodney Mackey-yes, and Steve Stoffer-yes.

JEDD#2:  On track with forming this group.

JEDD #1: Nothing.

CORRESPONDENCE: Betty Keener read a note from the Historical Society thanking the Village for the 50 years of service for the Johnny Appleseed Festival. There will be a formal letter coming from the Historical Society stating they are will no longer plan and host the Johnny Appleseed Festival. Betty advised Council that she is going to ask a couple people before the next meeting.

UNFINISHED BUSINESS: Nothing.

NEW BUSINESS: First meeting in September will be Tuesday September 8th at 6:30 p.m. due to the Labor Day Holiday.

COMMITTEE REPORTS: CIC met tonight and are discussing possible fundraisers to build a permanent stage at the park. Next meeting will be September 21, at 5:30 pm.

FINANCE: Resolution 2015-24 A Resolution Accepting the Amounts and Rates as Determined by the Budget Commission and Authorizing the Necessary Tax Levies and certifying them to the County Auditor. Motion to pass Resolution 2015-24 by Charlie Lewis. Seconded by Rodney Mackey. Roll Call: Charlie Lewis-yes, Rodney Mackey-yes, Rick Conrad-yes, Mike Harwood-yes, and Steve Stoffer-yes.
