The Regular Meeting of the Apple Creek Council called to order on September 21, 2015 by President of Council Rodney Mackey with the following council members answering to roll call:
Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present Charlie Lewis-present, Steve Stoffer-present, and Robert McCarthy-arrived at 6:40 pm.
Mike Harwood made a motion to approve the minutes of the September 8, 2015 meetings, as always they are available for the public to review, seconded by Rick Conrad, Roll Call: Mike Harwood-yes, Rick Conrad-yes, Rodney Mackey-yes, Charlie Lewis-yes, and Steve Stoffer-yes.
VISITORS: Leonard Kaplan.
PARK: The Police Department found the kitchen door locked on Friday September 11 but when they pulled on it; it came opened; the door was locked.
STREETS AND MAINTENANCE: Dale Orr reported the Chevy truck has been worked on 3 times lately; it was all under warranty. Dale Orr is taking it to Wooster for the work.
WATER & SEWER: Ordinance 2015-26 An Ordinance Amending the 2015 Appropriation Ordinance 2015-1 Passed January 5, 2015 and Declaring An Emergency.

Rodney Mackey reported the water & sewer committee met on Monday September 14 and the committee recommends we wave the tap in fees for the Historical Society but; there will be a charge of $75.00 per hour when Dale Orr needs to be there for the inspections. Mike made a motion to approve the waiving of the tap in fees and the charge for Dale Orr’s time seconded by Robert McCarthy, Roll Call; Mike Harwood-yes, Robert McCarthy-yes, Rick Conrad-yes, Charlie Lewis-yes, Steve Stoffer-yes, and Rodney Mackey-abstained.
JEDD#2: Rodney Mackey reported today we can vote on the representative for the JEDD #2. This is a parliamentary procedure. We nominate not more than two and we vote for one. This is not the same as voting for a resolution or Ordinance. He asked that it’s quiet and please no talking out of turn.
Mike Harwood nominated himself and Steve Stoffer nominated Rodney Mackey, We proceeded to vote starting with Charlie Lewis, Charlie voted for Rodney Mackey, Steve Stoffer voted for Rodney Mackey, Robert McCarthy voted for Mike Harwood, Rick Conrad voted for Mike Harwood, then it was Mike Harwood’s turn and he decided to withdraw his name, then Mike changed his mind and voted for Rodney Mackey, Rodney Mackey did not need to vote, he will be the representative.
UNFINISHED BUSINESS: Nothing.
NEW BUSINESS: Rick Conrad asked if we can put a sign up on the empty lot the Village owns at the corner of St. R.t 250 and High St. No one knows it’s for sale. One of the questions raised was what price does the Village want for it. The Village bought it for $25,000 and spent another $25,000 tearing it down. We know that we can’t get that kind of money. Previously we sold a lot for $15,000. Leonard Kaplan wanted to know if we wanted to auction it. No one on the board feels that is way we should start out with. Mike Harwood thinks we should talk to Jeff Musselman before (solicitor) and get his advice on the price and how to sell it. Steve Stoffer stated we should start at $15,000.00 Leonard Kaplan remembers that at one time he thought the village was willing to give it away to a business that would generate tax money.
This subject was tabled until the next meeting. Also it was brought up that we should let a farmer lease the property by the bridge. This property is 6.433 acres and we could lease it for $150.00 an acre.
COMMITTEE REPORTS: Mike Harwood that the CIC committee met regarding Johnny Apple Seed. There will be planning/steering committee which will be open to anyone who wants to help. Will hold the first meeting at Mayer Carson Hall on October 22 at 7 pm. CIC will met on Monday October 19th at Village Hall at 5:30 pm. Robert McCarthy would like the Village to host the tree lighting ceremony. Need to set a date. Will discuss this more at the October 5th council meeting.
