December 1, 2014 Council Minutes

 

The Regular Meeting of the Apple Creek Council called to order on December 1, 2014 by Betty Keener with the following council members answering to roll call:

Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Robert McCarthy-present, Charlie Lewis-present, and Steve Stoffer-present.

Rick Conrad made a motion to approve the minutes of the November 17, 2014 meeting,  as always they are available for the public to review,  seconded by Steve Stoffer,  Roll Call: Rick Conrad-yes, Steve Stoffer-yes, Mike Harwood-yes, Rodney Mackey-yes, Robert McCarthy-yes, and Charlie Lewis-yes.

VISITORS:   Jonathan Shultz from the Daily Record, Leonard Kaplan and Tim Suppes from South East Local Schools.

WATER & SEWER: The committee had a meeting tonight before this meeting and the main discussion was the property off of Ash St. wanting Village utilities; Jeff Musselman our solicitor will be contacting their Lawyer Mr. Johnson.

Charlie Lewis made a motion to go into executive session for personnel Section 121.22 (G)(1) Seconded by Rodney Mackey,  Roll Call: Charlie Lewis-yes, Rodney Mackey-yes, Rick Conrad-yes, Mike Harwood-yes, Robert McCarthy-yes, and Steve Stoffer-yes. At 6:36 pm.

Mike Harwood made a motion to come out of executive session at 7:31 pm Seconded by Rick Conrad,  Roll Call: Mike Harwood-yes, Rick Conrad-yes, Rodney Mackey-yes, Robert McCarthy-yes, Charlie Lewis-yes, and Steve Stoffer-yes.

Action from Executive session as follows: Mike Harwood made a motion to give the Village Employees a 3% raise effective January 1, 2015, Seconded by Rodney Mackey, Roll Call: Mike Harwood-yes, Rodney Mackey-yes, Rick Conrad-yes, Robert McCarthy-yes, Charlie Lewis-yes, and Steve Stoffer-yes.

ENGINEERS: Nothing.

POLICE:   Chief Jason Woodruff was present and handed out his report. Just a reminder that breakfast with Santa is Saturday December 13 from 8 am to 11 am at Mayer Carson Hall.

Going back to Water & Sewer Mayor Betty Keener reported the Village is exploring running sewer lines from the Fairlawn Mennonite Church to South East Local Schools Campus

PARKS: Tree has been donated for the Gazebo for this year. Discussion on putting lights on it. Rodney Mackey stated he thinks he can get the lights donated. Robert McCarthy mentioned about having a tree lighting ceremony. The Village will hold its first annual tree lighting and caroling on Friday December 12 starting at 6 pm at Bixler Park beside the Village Hall. Robert McCarthy will be leading us in caroling and we will serve hot chocolate.

STREETS AND MAINTENANCE:  Dale Orr reported the street department is done picking up leaves for this year. Will be sending out letters to people who still have leaves out.

WATER & SEWER:   Sewer upgrade was advertised for bids on Friday November 28th and December 5th with the bids being opened at noon on December 30th at the Village Hall.

JEDD: Meeting December 18th at 7 pm.

CORRESPONDENCE:  Nothing.

UNFINISHED BUSINESS:  Rodney Mackey made a motion to give the bell located on top of the gazebo to the fire department, Seconded by Mike Harwood, Roll Call: Rodney Mackey-yes, Mike Harwood-yes, Rick Conrad-yes, Robert McCarthy-yes, Charlie Lewis-abstained and Steve Stoffer-abstained.

NEW BUSINESS: Nothing.
