July 20, 2015 Council Meeting Minutes

 

The Regular Meeting of the Apple Creek Council called to order on July 20, 2015 by Betty Keener with the following council members answering to roll call:

Rick Conrad-present, Rodney Mackey-present, Charlie Lewis-present, Steve Stoffer-present, Mike Harwood-absent, and Robert McCarthy-absent.

Steve Stoffer made a motion to approve the minutes of the July 6, 2015 meeting, as always they are available for the public to review. Seconded by Charlie Lewis. Roll Call: Steve Stoffer-yes, Charlie Lewis-yes, Rick Conrad-yes, and Rodney Mackey-yes.

VISITORS: Jonathan from the Daily Record and Leonard Kaplan.

Rodney Mackey made a motion to go into executive session for Personnel 121.22 (G) (1). Seconded by Steve Stoffer. Roll Call: Rodney Mackey-yes, Rick Conrad-yes, Charlie Lewis-yes, and Steve Stoffer-yes. At 6:33 pm.

Rodney Mackey made a motion to come out of executive session at 6:55 p.m. Seconded by Rick Conrad. Roll Call: Rodney Mackey-yes, Rick Conrad-yes, Charlie Lewis-yes, and Steve Stoffer-yes.

 

Result of executive session was that Charlie Lewis made a motion to hire Marjorie Butler for the part-time bookkeeper’s position. Seconded by Rick Conrad. Roll Call: Charlie Lewis-yes, Rick Conrad-yes, Rodney Mackey-yes, and Steve Stoffer-yes.

POLICE: Sergeant Matt Estacion was present with nothing to report.

PARK: Dale Orr reported the park looks pretty good considering all the rain we had before the Johnny Appleseed Festival. Mayor Betty Keener said we’re giving a big thank you to the historical society for stripping and polishing the floors at Mayer Carson Hall.

STREETS AND MAINTENANCE: Nothing.

WATER & SEWER: Ordinance 2015-18 An Ordinance Amending the 2015 Appropriation Ordinance 2015-1 passed January 5, 2015 and declaring an emergency. Motion to suspend the rules and advance to the second and third reading by title only by Rodney Mackey. Seconded by Steve Stoffer. Roll Call: Rodney Mackey-yes, Steve Stoffer-yes, Rick Conrad-yes, and Charlie Lewis-yes.

Motion to pass Ordinance 2015-18 by Rodney Mackey. Seconded by Steve Stoffer. Roll Call: Rodney Mackey-yes, Steve Stoffer-yes, Rick Conrad-yes, and Charlie Lewis-yes.

One of the quotes for the Water Plant modification was not itemized so Dale Orr is asking for that information in the form of a revised quote.

JEDD: Public Hearing on the JEDD #2 on Monday, August 3, 2015 at 6 pm.

CORRESPONDENCE: Rodney Mackey on behalf of the Historical Society thanked the Mayor and Council for 50 years of service for the Village of Apple Creek.

UNFINISHED BUSINESS: Second Reading of Ordinance 2015-17 An Ordinance Defining Employee and Dependent Eligibility For Health Insurance Coverage, and amending Ordinance 2004-06. Motion to advance to the third reading at the August 3, 2015 meeting by Steve Stoffer. Seconded by Rodney Mackey. Roll Call: Steve Stoffer-yes, Rodney Mackey-yes, Rick Conrad-no and Charlie Lewis-yes.

NEW BUSINESS: The village has received approval from the EPA for the upgrade to the Water Treatment Plant according to the design submitted by Gary Daugherty of Engineering Associates.

Special Council meeting may be required on Monday August 10th to deal with the Water Treatment Plant loan. We could move the August 17th meeting to that date. The Mayor wanted to give Council a “heads up” of this possibility. This decision will be made at the August 3, 2015 meeting.
