July 6, 2015 Council Meeting Minutes

 

The Regular Meeting of the Apple Creek Council called to order on July 6, 2015 by President of Council Rodney Mackey with the following council members answering to roll call:

Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Robert McCarthy-present, Charlie Lewis-present, and Steve Stoffer-present.

Rick Conrad made a motion to approve the minutes of the June 15, 2015 meeting, as always they are available for the public to review, seconded by Steve Stoffer.  Roll Call: Rick Conrad-yes, Steve Stoffer-yes, Mike Harwood-yes, Robert McCarthy-yes, Rodney Mackey-yes, and Charlie Lewis-yes.

VISITORS:    Leonard Kaplan.

POLICE: Chief Jason Woodruff handed out his report for the month of June. The Village had 4 vehicles broken into; so please lock your car and house.
Charlie Lewis made a motion to move Josh Parr from auxiliary to part-time, seconded by Rick Conrad. Roll Call: Charlie Lewis-yes, Rick Conrad-yes, Mike Harwood-yes, Robert McCarthy-yes, Rodney Mackey-yes, and Steve Stoffer-yes. Josh Parr and Lesie Herbert were introduced to council.

PARK:  Dale Orr reported that he is still working on getting prices for tables for Mayer Carson Hall. It is getting harder to find lifetime tables.

STREETS AND MAINTENANCE: Dale reported chip and seal is done and it looks good. He has a quote from Orr Construction to clean out the creek. The cost is $1,550.00 and Orr Construction will give us credit if he has some use for the removal material. Leonard Kaplan would like some of the material. Leonard will talk to Larry Orr about this. Steve Stoffer made a motion to hire Orr Construction to clean out the creek at a cost of $1,550.00 seconded by Mike Harwood. WATER & SEWER:
Third Reading of Ordinance 2015-15 An Ordinance Establishing A Sewer Treatment Improvement Debt Elimination Assessment Fee for the Village of Apple Creek, Ohio.
Motion to pass by Rick Conrad, Seconded by Charlie Lewis. Roll Call: Rick Conrad-yes, Charlie Lewis-yes, Mike Harwood-yes, Robert McCarthy-yes, Rodney Mackey-yes, and Steve Stoffer-yes.
Rodney Mackey reported the sewer plant upgrade is coming along and Gary Daugherty thought they could be done in late September. The EPA still has the upgrade plans for the water treatment plant; Gary hopes to have them back in 1 to 1 ½ weeks. Still no quote on the garage door for the water treatment plant. After the new filters are in we will flush all the lines and clean the towers out. Kevin Dean thinks we can clean the towers with his help. We need to check out the Dover tower to make sure we can drain it without losing water to the people on Oberly Drive. Will set up a meeting with Pam Ewing with RCAP to help us with the financing of the water treatment plant and the extension of the sewer line to the Waynedale Campus. Gary is going to check with the financing firms that are helping with the upgrade to the treatment plant to see if we can do a change order to include the $39,100 from Simonson Construction to demolish the south plant.
Jeff Musselman is working on getting prices for the two easements we need to renew with the state for the sewer treatment plant. We will be cementing in two of the manholes that are at the top of hill and crushing in the other manholes on the line from ACDC and will not be renewing that easement. ATI does not want us to crush in the manholes until the crops are in; the state will probably be extending that easement until the end of the year.

JEDD:  Public hearing meeting for JEDD# 2 will be on August 3, 2015 at 6 pm.

CORRESPONDENCE: Nothing.

UNFINISHED BUSINESS:   Historical Society will be permitted to have a key to Mayer Carson hall for the week of Johnny AppleSeed days with one person being responsible for the key.

NEW BUSINESS:   First Reading of Ordinance 2015-17 An Ordinance Defining Employee and Dependent Eligibility For Health Insurance Coverage, and amending Ordinance 2004-06. Motion to advance to the second reading at the July 20, 2015 meeting by Mike Harwood, Seconded by Rodney Mackey. Roll Call: Mike Harwood-yes, Rodney Mackey-yes, Rick Conrad-yes, Robert McCarthy-yes.
COMMITTEE REPORTS:  CIC meeting August 17th at 5:30 pm.
