June 2, 2014 Council Minutes

The Regular Meeting of the Apple Creek Council called to order on June 2, 2014 by Mayor Judy Gatti with the following council members answering to roll call:

Betty Keener-present, Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Steve Stoffer-present, and Robert McCarthy-absent.

Betty Keener made a motion to approve the minutes of the May 19, 2014 meeting, as always they are available for the public to review, seconded by Rick Conrad, Roll Call: Betty Keener-yes, Rick Conrad-yes, Rodney Mackey-yes, Mike Harwood-yes, and Steve Stoffer-yes.

VISITORS: Sue Gochnauer was present and is a member of the United Church of Christ and they want to do some projects around town and one is to help pick up the trash on the roads. She was advised by Chief Jason Woodruff that everyone should be wearing a bright yellow vest. Leonard Kaplan was present but just visiting.

ENGINEERS: Nothing.

POLICE: Jason Woodruff was present and gave his report for the month stating the numbers are about the same as in the past. He reported the BP Station was broken into again around 4 am in the morning. He is working with other departments because it is a state wide ring doing this. Jason thanked Council for letting Nick use the cruiser for his wedding. He reported they are having problems with parking on Dogwood Circle and the Village does not have an ordinance to address this problem. Discussion followed to work on a solution to the problems, and there were many ideas. Jeff Musselman stated that the parking would have to be uniform for the whole Village. This issue is to be discussed by the street committee which has scheduled a meeting for July 7 at 5:30 pm.
Betty Keener made a motion to hire Rob Selby and Dennis Felter as auxiliary officers for the Police Department. Seconded by Rick Conrad. Roll Call: Betty Keener-yes, Rick Conrad-yes, Rodney Mackey-yes, Mike Harwood-yes, and Steve Stoffer-yes.

PARKS: Dale Orr reported he checked into installing post at the park instead of the barricades that are currently up to chock down the entrance and exit of Park St. Dale reported he was advised not to do that because we would never be able to get the sleeve off the post due to the fact there is a lot of water that pushes debris down that street. This is another subject that will be discussed at the street committee meeting.

STREETS AND MAINTENANCE: Leonard Kaplan was wondering if there are grants out there that we could get to work on the street at the park.

WATER & SEWER: No response from the two companies about the running of the water & wastewater treatment plants.

JEDD: Nothing.

CORRESPONDENCE: Books that are distributed by the League of Women Voters were passed out that have the Directory of Public Officials for Wayne County for the year 2014.

UNFINISHED BUSINESS: Discussion about the splitting of the Engineering cost for Varnes Dr. Water run off problem. Betty Keener feels we should not split this cost do to the fact that in 2010 ATI, Village Officials, Rob Kastner (Soil and Conservation of Wayne Co.), Wayne County Engineers, and a group of concerned citizens met to discuss this issue and ATI assumed the responsibility of this problem. It was discussed by them to plant the fields a different direction in order to help slow down the water runoff. They do have a new director since this time. Jeff Musselman (Village Solicitor) feels if we would split this then they would want to split the repair. Betty Keener feels the State has more working capital than the village and it is their responsibility; therefore, she does not support splitting any fees for this issue.

NEW BUSINESS: Nothing.

COMMITTEE REPORTS: CIC meeting June 16th at 5:30 and Streets Committee on July 7 at 5:30pm. An introductory letter is in the process of being drafted and will be mailed to all local businesses before the meeting on June 16 to recruit attendance by business leaders.
