March 16, 2015 Council Meeting Minutes

The Regular Meeting of the Apple Creek Council called to order on March 16, 2015 by Betty Keener with the following council members answering to roll call:

Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Robert McCarthy-absent, Charlie Lewis-present, and Steve Stoffer-present.

Charlie Lewis made a motion to approve the minutes of the March 2, 2015 meeting, as always they are available for the public to review, seconded by Mike Harwood, Roll call: Charlie Lewis-yes, Mike Harwood-yes, Rick Conrad-yes, Rodney Mackey-yes, and Steve Stoffer-yes.

Mike Harwood made a motion to go into executive session for Legal Section 121.22 (G)(8), Seconded by Rick Conrad, Roll Call: Mike Harwood-yes, Rick Conrad-yes, Rodney Mackey-yes, Charlie Lewis-yes, and Steve Stoffer-yes. At 6:31 pm.

Mike Harwood made a motion to come out of executive session at 7:04 pm, Seconded by Rick Conrad. Roll Call: Mike Harwood-yes, Rick Conrad-yes, Rodney Mackey-yes, Charlie Lewis-yes, and Steve Stoffer-yes.

No action from Executive Session.

VISITORS: Leonard Kaplan was present but left during executive session.

ENGINEERS: Nothing.

POLICE: Jason Woodruff was present and had three quotes to fix the cruisers. The first cruiser is the Ford Escape; the first quote is from Toyota at a cost of $607.90 with a lifetime warranty on the paint. The second quote is from Auto works at a cost of $1,392.22 and the third one is from Nagy’s for $1,518.90. The other cruiser is the Crown Vic with the first quote from Toyota is $401.29, the second on is Auto Work for $509.66 and the third from Nagy’s for $591.80. After discussion Mike Harwood made a motion to have Toyota to fix both of the cruisers, seconded by Charlie Lewis, Roll Call: Mike Harwood-yes, Charlie Lewis-yes, Rick Conrad-yes, Rodney Mackey-yes, and Steve Stoffer-yes. Jason also presented three names for Auxiliary Officers; Joshua Parr, Carrie Andrews, and Jason Storey, Joshua Parr was the only one present. Charlie Lewis made a motion to put all three on as auxiliary officers Seconded by Rick Conrad, Roll Call: Charlie Lewis-yes, Rick Conrad-yes, Mike Harwood-yes, Rodney Mackey-yes, and Steve Stoffer-yes.

PARK: Jason Woodruff reported he had gotten some prices for securing Mayer Carson Hall. Starting with auto door closer at a cost between $60 to $70 each; which we would need 5. Also to put crash bars on the exterior doors at a cost of $110.00 per door. Currently the street department is checking it every morning and police are checking it in the evening. Also looking into a home security system, which would probably take a phone or internet. Also researched was card security system. The basic system is $1,027.00 and box of cards would be $70.00. No decision was made. Park board meeting on Monday April 6th at 5:00pm.

STREETS AND MAINTENANCE: Dale and Rick drove around town reviewing the streets that need repaired. Dale has put them in priority as follows: High St is top on the list; the street department has already put down 3.5 tons of cold patch to fill in the holes. Would like to chip and seal that street; also it need to catch basins fixed and storm drain repaired. Next is Church St- chip and seal; the approach to Orchard St. about 10 feet in; Park St., Mill St. chip and seal, Troxel needs some hot mix leveling then chip and seal. Then Telephone Alley needs leveled up with hot mix then chip and seal. Clark St. should be able to do in house. Then Hunter St. fill in with hot mix and fix 2 catch basins on Reed St. and one manhole.

Dale will call Melway paving get prices.

WATER & SEWER: First Reading of Ordinance 2015-8 An Ordinance Amending Ordinance 2012-24 and 2009-16 and adjusting the Municipal Water system Service Rates.

Motion to advance to the second reading On April 6, 2015 by Rodney Mackey, Seconded by Rick Conrad, Roll Call: Rodney Mackey-yes, Rick Conrad-yes, Mike Harwood-yes, Charlie Lewis-yes, and Steve Stoffer-yes.

First Reading of Ordinance 2015-9 An Ordinance Amending Ordinance 2012-23 and 2009-15 and Adjusting the Sewer Service Rates.

Motion to advance to the Second Reading on April 6, 2015 by Rick Conrad, Seconded by Rodney Mackey, Roll Call: Rick Conrad-yes, Rodney Mackey-yes, Mike Harwood-yes, Charlie Lewis-yes, and Steve Stoffer-yes.

JEDD: No meeting at this time.

CORRESPONDENCE: Letter from Apple Creek Historical Society asking the Village to have a booth at Johnny Apple Seed. Betty Keener will work on letters thanking Jae Tech and Jake’s for the money for the CIC.

UNFINISHED BUSINESS: Nothing.

NEW BUSINESS: Nothing.

COMMITTEE REPORTS: CIC working on fund raisers to replace the signs at both ends of town. Fairlawn Church is currently not the signs they will work on getting two signs to be placed on the Village’s sign.
