Council Meeting Minutes October 19, 2015

 

The Regular Meeting of the Apple Creek Council called to order on October 19, 2015 by Mayor Betty Keener with the following council members answering to roll call:

Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Robert McCarthy-present, Charlie Lewis-present, and Steve Stoffer-present.

 

Councilman Charlie Lewis made a motion to approve the minutes of the October 5, 2015 meeting. As always, they are available for the public to review. Seconded by Councilman Rick Conrad. Roll Call: Councilman Charlie Lewis-yes, Councilman Rick Conrad-yes, Councilman Mike Harwood-yes, Councilman Rodney Mackey-yes, Councilman Robert McCarthy-yes, and Councilman Steve Stoffer-yes.

VISITORS: Mr. Thomas Queen from office of The Honorable James Renacci was present to explain that Congressman Renacci has an office in Parma and Wadsworth. The office can help veterans, social security, medicare, tax issues, passports and any problems with a federal agency. The office can also assist with a trip to Washington or order a flag which has flown over the Capital Building. Also present was Leonard Kaplan.

POLICE: Nothing.

PARK: Ordinance 2015-29 An Ordinance to Prohibit Parking of Vehicles, Trailers, Motor Homes, Motor Vehicles, Semi-Trailers and Boats for Unauthorized Purposes and Extended Periods in the Village Park. Motion to move to the Second reading at the November 2, 2015 meeting, by Councilman Rick Conrad. Seconded by Councilman Robert McCarthy. Roll Call: Councilman Rick Conrad-yes, Councilman Robert McCarthy-yes, Councilman Mike Harwood-yes, Councilman Rodney Mackey-yes, Councilman Charlie Lewis-yes, and Councilman Steve Stoffer-yes.

STREETS AND MAINTENANCE: Leaf Pickup will begin on Tuesday, October 27, on the east side of town and Thursday pickup will be the west side of town, with High St. as the line. Leaf Pickup will run through Wednesday, November 25.

WATER & SEWER:

Ordinance 2015-27 An Ordinance Restructuring Loan Repayment From the Sewer Fund Capital Outlay Fund to the General Fund, Amending Ordinances 2014-12, 2009-17, 2009-12, and 2003-6, and Declaring An Emergency.

Motion to suspend the rules and advance to the second and third readings by title only. Motion by Councilman Rick Conrad. Seconded by Councilman Mike Harwood. Roll Call: Councilman Rick Conrad-yes, Councilman Mike Harwood-yes, Councilman Rodney Mackey-yes, Councilman Robert McCarthy-yes, Councilman Charlie Lewis-yes, and Councilman Steve Stoffer-yes.

Motion to pass Ordinance 2015-27 by Councilman Rodney Mackey. Seconded by Councilman Mike Harwood. Roll Call: Councilman Rodney Mackey-yes, Councilman Mike Harwood-yes, Councilman Rick Conrad-yes, Councilman Robert McCarthy-yes, Councilman Charlie Lewis-yes, and Councilman Steve Stoffer-yes.

Resolution 2015-28 A Resolution Establishing a Sewer Loan Debt Fund for the Village of Apple Creek, Ohio, and Declaring An Emergency.

Motion to pass Resolution 2015-28 by Rick Conrad. Seconded by Councilman Rodney Mackey. Roll Call: Councilman Rick Conrad-yes, Councilman Rodney Mackey-yes, Councilman Mike Harwood-no, Councilman Robert McCarthy-yes, Councilman Charlie Lewis-yes, and Councilman Steve Stoffer-yes. Motion Carried.

JEDD#1:  Nothing.

JEDD#2: School Board selecting 2 people tonight. Then Rodney Mackey will schedule a meeting.

CORRESPONDENCE: Nothing.

UNFINISHED BUSINESS: Councilman Charlie Lewis would like to see a different sign on the property the Village owns at the corner of St. RT 250 and High St. Leonard Kaplan would be glad to try to sell it for the Village. Leonard’s minimum is $2,000.00. No decision was made.

NEW BUSINESS: Mayor Betty Keener explained we have a resident on Oberly Drive that has put up a building on the Village’s easement. Water & Sewer discussed this tonight. There are a couple issues with this.  Councilman Steve Stoffer recommended the owner moves the building and the driveway. The owner did not pull a permit before putting up this building. Councilman Robert McCarthy made a motion to have the owner either move the building or move the village’s water line and only move the water line with approval of Apple Creek’s engineering firm, Gary Daugherty of Engineering & Associates. Seconded by Councilman Rick Conrad. Roll Call: Councilman Robert McCarthy-yes, Councilman Rick Conrad-yes, Councilman Mike Harwood-yes, Councilman Rodney Mackey-yes, Councilman Charlie Lewis-yes, and Councilman Steve Stoffer-yes.  Mayor Betty Keener will call the Village’s solicitor Jeff Musselman and let him know Council’s decision.

COMMITTEE REPORTS: The CIC is holding a special meeting for the Johnny Appleseed Festival at Mayer Carson Hall on Oct. 22nd at 7 pm.
