November 3, 2014 Council Minutes

Meeting of the Apple Creek Council called to order on November 3, 2014 by Mayor Betty Keener with the following council members answering to roll call:

Rick Conrad-Present, Mike Harwood-present, Rodney Mackey-present, Robert McCarthy-present, Charlie Lewis-present, and Steve Stoffer-present.

Rodney Mackey made a motion to approve the minutes of the October 20, 2014 meeting. As always, they are available for the public to review. Seconded by Charlie Lewis. Roll Call: Rodney Mackey-yes, Charlie Lewis-yes, Rick Conrad-yes, Mike Harwood-yes, Robert McCarthy-yes, and Steve Stoffer-yes.

The meeting started with a public hearing on Electric and Gas Aggregation. Present was Marc Hollinger of Aspen Energy, and Brenda Coffee from Integrys Energy. Brenda Coffee explained the procedure we have to follow, and how the public will receive a letter giving them two options. Brenda explained that everyone who is eligible will receive a letter giving them an option for a fixed rate or variable rate. Also they will be able to opt out. If they are in an aggregation already, they will not be receiving a letter. They must be in good standings to participate in aggregation and live within the boundaries of the Village. Joe Rabatin was the only resident of the Village that came for the public hearing.

Resolution 2014-19 A Resolution To Enter Into An Electrical Aggregation Program Agreement with Integrys Energy Services, Inc. authorizing The Mayor of the Village of Apple Creek to Executive said Agreement on Behalf of The Village, and Declaring An Emergency. Motion to suspend the rules and advance to the second and third readings by title only by Steve Stoffer. Seconded by Mike Harwood. Roll Call: Steve Stoffer-yes, Mike Harwood-yes, Rick Conrad-yes, Rodney Mackey-yes, Robert McCarthy-yes and Charlie Lewis-yes. Motion to pass by Mike Harwood. Seconded by Steve Stoffer. Resolution 2014-20 A Resolution To Enter Into A Consulting Agreement With Integrys Energy Services –Natural Gas, LLC, authorizing The Mayor of The Village of Apple Creek To Execute Said Agreement on Behalf of the Village, and Declaring An Emergency. Motion to suspend the rules and advance to the second and third readings by title only by Mike Harwood. Seconded by Charlie Lewis. ENGINEERS: Nothing.

POLICE: Jason Woodruff was present and gave his report for the month of October. The PD served over 384 Hot Dogs for Trick or Treat on October 25th. The Breakfast with Santa will be December 13th from 8 am to 11 am Mayer Carson Hall.

Rick Conrad made a motion to renew the contract with the Wayne County Commissioners for Dispatching for two years at a cost of $2,219.00 per year. Seconded by Rodney Mackey. Jason thanked Rick Conrad and Kris Waite for helping with serving the hot dogs. He made a certificate of appropriation.

PARK: Council has agreed to let the Legion use the Mayer Carson hall for their Christmas Party on December 14th in the afternoon at no charge.

STREETS AND MAINTENANCE: Dale Orr reported he has had some problems with the leaf machine but was able to do repairs.

WATER & SEWER: PTI is here and Pam Ewing from RCAP is working on sending in our application for CDBG grant money.

JEDD: Joe Rabatin wanted to know if the Village had received any money from the business that bought ACDC. Laurie Busson stated we had not received anything yet, but will send them a letter and forms explaining the Village Income Tax to them again.

UNFINISHED BUSINESS: Nothing.

COMMITTEE REPORTS: CIC committee will meet on Monday November 17th at 5:30 pm.
