September 15, 2014 Council Minutes

The Regular Meeting of the Apple Creek Council called to order on September 15, 2014 by Betty Keener with the following council members answering to roll call:

Rick Conrad-present, Mike Harwood-present, Rodney Mackey-present, Charles Lewis-present, Steve Stoffer-present, and Robert McCarthy-absent.

Rick Conrad made a motion to approve the minutes of the September 2, 2014 meeting. As always, they are available for the public to review. Seconded by Mike Harwood. Roll Call: Rick Conrad-yes, Mike Harwood-yes, Rodney Mackey-yes, Charles Lewis-yes, and Steve Stoffer-yes.

Motion to go into executive session for Personnel Section 121.22 (G)(1) by Mike Harwood. Seconded by Rick Conrad. Roll Call: Mike Harwood-yes, Rick Conrad-yes, Rodney Mackey-yes, Steve Stoffer-yes, and Charles Lewis, at 6:36 pm.

Motion to come out of executive session at 7:19 pm by Rodney Mackey. Seconded by Mike Harwood. Roll Call: Rodney Mackey-yes, Mike Harwood-yes, Rick Conrad-yes, Steve Stoffer, and Charles Lewis-yes.

No Action from Executive Session.

VISITORS: Leonard Kaplan was present early but left during the executive session.

ENGINEERS: Not sure if the waste water treatment plant went out for bids today.

POLICE: Nick Myrda was present with nothing to report.

PARK: Nothing.

STREETS AND MAINTENANCE: Rodney Mackey reported he had received two bids for replacement of the roof at the Village Hall. The price from Hicks Roofing is $34,650.00 and from MEB is $27,050.00, each with a 20 year warranty. He had two other quotes, but they were for repair only. Steve Stoffer made a motion to hire MEB to replace the roof on the Village Hall at a cost of $27,050.00 plus any extra cost to replace any warn out boards. Seconded by Rick Conrad. Roll Call: Steve Stoffer-yes, Rick Conrad-yes, Rodney Mackey-yes, Mike Harwood-yes, and Charles Lewis. Betty Keener will send an e-mail to MEB informing them they got the contract and to place us on their schedule.

WATER & SEWER: Mike Harwood was not sure where to talk about the sink hole behind 73 Eyman Dr. in the back yard. Dale will go out and try to determine what should be done and who is responsible. The Village does have a sewer line that runs behind all of the houses on Eyman Dr. Mike Harwood also reported he has talked to Val Lewis about the property the school owns outside the Village. The school is planning to put a levy on the ballot to build a central campus.

JEDD: Sept 25 at 7 pm at the Fire Station

CORRESPONDENCE: Sue Gochnauer has brought in a book that will be kept at the Village Hall titled Older Adults Services Directory of Wayne & Holmes Counties. Rodney Mackey asked if anyone knows what the sign says that is beside the creek. Dale will go out and check it and give us a report.

UNFINISHED BUSINESS: Ordinance 2014-14 An Ordinance Amending the 2014 Appropriation Ordinance 2014-1 Passed January 13, 2014, and Declaring An Emergency.

Motion to suspend the rules and advance to the second and third reading by Title only by Rick Conrad. Seconded by Charles Lewis. Roll Call: Rick Conrad-yes, Charles Lewis-yes, Mike Harwood-yes, Rodney Mackey-yes, and Steve Stoffer-yes.

NEW BUSINESS: Trick or Treat Date will be Saturday Oct. 25th from 4 to 6 pm.

Ordinance 2014-15 A Resolution Transferring Monies from the General Fund to the Municipal Motor Vehicle Fund.

COMMITTEE REPORTS: CIC Committee met tonight and discussed some fund raisers. The Planning meeting is being moved from Oct. 6th to Oct 20th at 5:30pm. There will be a Water & Sewer Committee meeting on Oct. 6th at 5:30pm.
