May 18, 2015 Council Meeting Minutes

The Regular Meeting of the Apple Creek Council called to order on May 18, 2015 by Betty Keener with the following council members answering to roll call:

Rick Conrad-present, Mike Harwood-present, Rodney Mackey-absent, Robert McCarthy-absent, Charlie Lewis-present, and Steve Stoffer-present.

Rick Conrad made a motion to approve the minutes of the May 4, 2015 meeting. As always they are available for the public to review. Seconded by Charlie Lewis. Roll Call: Rick Conrad-yes, Charlie Lewis-yes, Mike Harwood-yes, and Steve Stoffer-yes.

VISITORS:   Leonard Kaplan.

Rick Conrad made a motion to go into executive session for Personnel 121.22 (G) (1). Seconded by Steve Stoffer. Roll Call: Rick Conrad-yes, Steve Stoffer-yes, Mike Harwood-yes, and Charlie Lewis-yes. At 6:31 pm.

Steve Stoffer made a motion to come out of executive session at 6:44 pm. Seconded by Mike Harwood. Roll Call: Steve Stoffer-yes, Mike Harwood-yes, Rick Conrad-yes, and Charlie Lewis-yes.

No action from executive session at this time.

ENGINEERS:  Nothing.

POLICE: Jason ordered the door closures for the Mayer Carson Hall. They have arrived but have not been installed.

PARK:   Nothing.

STREETS AND MAINTENANCE: 2015-14 A Resolution Authorizing Participation In ODOT Cooperative Purchasing Program.

Motion to suspend the rules and advance to the second and third readings by title only by Charlie Lewis, Seconded by Steve Stoffer, Roll Call: Charlie Lewis-yes, Steve Stoffer-yes, Rick Conrad-yes, and Mike Harwood-yes.

WATER & SEWER:   The village is exploring options to extend the sewer line to the Waynedale campus. There is no annexation associated with the sewer line extension. Simonson has started working at the sewer plant. Discussion on selling of water to people. The Mayor told Council if anyone inquires thru them about purchasing water that they need to refer them to Laurie in village hall.  Sale of water must be done through the office in order to maintain control because 12,000 gallons were drawn in one day, which stirred up the existing brown water issue.

JEDD: Nothing.


UNFINISHED BUSINESS:  Jason reported he had talked to people who are having a continuous yard sale. They stated they are moving out of the state and are trying to sell things. They do have a Vendor’s License.

Mike Harwood reported he purchased the paint for the signs and had to purchase some 2X4’s and special brackets. He has charged this to his credit card and would like reimbursement for the purchase. Last meeting Council approved an expense of up to $170.00 for stain/paint only. His total purchase is $189.20. He will fill out a reimbursement form. Betty reported Adam Morris will be painting the signs since the CIC got rained out on May 16th. The Mayor approved 4 or 5 hours for Adam to paint the two signs in order to expedite this project to completion. The signs are the responsibility of the village, and CIC has taken on the project for updating and did the fundraising for $1,000 to update the gateway signs. Mayor also reported the Johnny Appleseed committee had previously sent the Village a letter stating they will help with the electric for the stage.
